Dear Neighbor,
Thank you for reading my District Round-up. As your candidate for Pennsylvania’s 13th Congressional District, it is my honor and pleasure to deliver to you where I’ve been and what issues I’ve tackled in the past week. Criss-crossing the counties of Adams, Franklin, Fulton, Bedford, Cambria, Blair, Huntingdon, Mifflin, Juniata, Perry, Cumberland, and Somerset gives me great opportunities to meet with voters, hear what is on your hearts and minds, and the chance to voice my fight for Everyday Americans. If you would like to contribute to my campaign, please donate here: https://secure.actblue.com/donate/beth-farnham-for-congress-1

Yesterday, I had the honor and privilege to stand with fellow citizens in Juniata and Mifflin counties against I.C.E.
May no one else be brutalized by Trump’s masked agents.
And on Thursday, I celebrated the Senate vote to pause funding for DHS until the accountability of I.C.E. and its agents is established and enforced.

How does my opponent, US Representative, multimillionaire John Joyce, support I.C.E.?
Joyce votes to fund I.C.E. with our tax dollars.
He voted TWICE for the One Big Beautiful Bill Act that “…provides $170.7 BILLION in additional funding for immigration- and border enforcement-related activities to the Department of Homeland Security (DHS) and its sub-agencies, Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) as well as for the Department of Defense (DOD) for activities related to the military’s presence along parts of the southern border.
H.R. 1 implicitly drives dramatic changes to immigration policy through the spending of federal tax dollars. Because these funds are provided through reconciliation—and not the regular appropriations process—they do not include directives about how the funds must be used, which prevents members of Congress from conducting meaningful oversight. Importantly, these funds all need to be spent by September 30, 2029 but the agencies receiving them have significant discretion as to how to allocate them across the next 51 months.” Source: https://www.americanimmigrationcouncil.org/fact-sheet/big-beautiful-bill-immigration-border-security/
Additionally, he recently voted on Thursday, “with nearly all Republicans to approve a bill funding the Department of Homeland Security (DHS) on Thursday, as anger grows over the Trump administration’s immigration enforcement tactics.
The $64.4 billion bill, which includes roughly $10 billion for Immigration and Customs Enforcement (ICE), passed the House by a vote of 220-207.” Source: https://thehill.com/homenews/house/5702347-house-democrats-homeland-security-funding/
I, Beth Farnham, however, will work to ABOLISH I.C.E. and create clear paths to citizenship so that we can “welcome the stranger” instead of persecute them. I also defend our Second Amendment right to carry at protests.
If you want I.C.E. to be defunded and/or abolished due to its egregious violations of our human and Constitutional rights, you must vote John Joyce OUT OF OFFICE.
And spreading the word of my campaign is a big way to help, so PLEASE SHARE!
Together, we #ChooseDemocracy!
In response to Joyce’s absurd assertions that he supports Healthcare and 2nd Amendment rights, I put out the following Tik Tok:
We’ve been busy in PA-13. Many thanks to Team Beth Farnham for Congress for volunteering at the Chambersburg Town Hall last week and to Campaign Manager Jack Stansbury to taking pictures.

I will host another Town Hall on Saturday, February 7th at the AFSCME Building in Duncansville, Blair County, from 2 PM – 4 PM. Please register, come to learn, and share your concerns about impacts of Healthcare, Affordability, and I.C.E. in our district!

| Legislation | Joyce’s vote | US House Result | How Beth would have voted | Rationale for Beth’s vote |
| To direct the removal of United States Armed Forces from Venezuela that have not been authorized by Congress. | No | Failed | Yes | – Congress never authorized sending in US troops to attack Venezuela and kidnap their president. This is an egregious overreach by the executive branch that sets an extremely dangerous precedent regarding war powers. |
| H.R. 6359 Pregnant Student’s Rights Act | Yes | Passed | No | This Bill is a thinly veiled culture war mechanism designed to force institutions of higher learning to push an agenda of birth only in the case of unwanted pregnancies. Mental health issues are the number one killer of pregnant people, but this Bill offers no mental health support, reimbursement for coursework, lactation accommodations, childcare assistance, financial aid, or housing support which are actual forms of support for those about to give birth. |
| H.R. 7147 AN ACT Making further consolidated appropriations for the fiscal year ending September 30, 2026, and for other purposes. | Yes | Passed | No | Funds I.C.E. with tens of billions of taxpayer dollars and no increased accountability to prevent them from killing more innocent American citizens. “Appropriates funds to DHS for Security, Enforcement, and Investigations, including (Sec. 2): U.S. Customs and Border Protection; U.S. Immigration and Customs Enforcement; the Transportation Security Administration; the U.S. Coast Guard; and the U.S. Secret Service. Appropriates funds to DHS for Protection, Preparedness, Response, and Recovery, including (Sec. 3): the Cybersecurity and Infrastructure Security Agency; and the Federal Emergency Management Agency (FEMA). Appropriates funds to DHS for Research, Development, Training, and Services, including (Sec. 4): U.S. Citizenship and Immigration Services; the Federal Law Enforcement Training Centers; and the Science and Technology Directorate. Establishes requirements and restrictions for using funds provided by this and other appropriations acts (Sec. 5).” |
| H.J. Res 140 repeals Public Land Order 7917, which protected approximately 225,504 acres of National Forest System lands in Minnesota from mineral and geothermal leasing for 20 years. | Yes | Passed | No | Puts federal lands into the hands of Chilean mining interests. |
| HR 6945 – Supporting Pregnant and Parenting Women and Families Act | Yes | Passed | No | Gives TANF funds to religiously-funded crisis pregnancy centers that are for the most part not medical facilities with licensed professionals, but church people in scrubs with a pro-birth agenda. Very, very dangerous for pregnant people and their fetuses, wanted or not. See: https://www.acog.org/advocacy/abortion-is-essential/trending-issues/issue-brief-crisis-pregnancy-centers |
| HR 5764 – AI for Main Street Act | Yes | Passed | Yes | Requires Small Business Development Centers to assist small businesses in evaluating artificial intelligence, including by providing best practices for using artificial intelligence and guidance about using artificial intelligence to plan for unexpected circumstances (Sec. 2) |
| H.R.7006 – Financial Services and General Government and National Security, Department of State, and Related Programs Appropriations Act, 2026 | Yes | Passed | No | Abortion bans, weakened contraceptive access, funding to Isreal that perpetrates Gaza murders after “ceasefire”, Palestinian statehood only granted through US Secretary of State, no expanding healthcare coverage. |
| H.R.2988 – Protecting Prudent Investment of Retirement Savings Act | Yes | Passed | No | Retirement plans should not include cryptocurrency investments and should consider Environmental, Social, and Governmental factors concerning investment decisions. |
If you’re like me, you love this country as much as I do and work to make a positive difference. In the midst of this Constitutional Crisis, please consider reaching out to your local Democratic committees or Democratic candidates so that we can strengthen our Democracy instead of letting it slide into fascism.
We don’t just #ChooseDemocracy, we choose Pennsylvania, we choose The United States of America, we choose Humanity and I am deeply glad to work along side you.
Sincerely,
Beth
